Working Hours:

  • Monday to Friday, 9am – 6pm (with 1-hour lunch break)
  • Occasional support may be required for events or meetings conducted on weekends or weekday evenings, particularly during periods of intensive event preparation. Time-off claims will be considered for staff who are required to perform duties outside of regular office hours.

Role Overview:

  • Plan, coordinate, and deliver social service programmes within the Charity Development Section, working closely with beneficiaries, volunteers, internal teams, and external partners to ensure effective and values-driven service delivery.

Key Duties & Responsibilities:

  • Programme Planning & Development
    • Support the design and continuous evolution of programme models to ensure ongoing relevance and impact.
    • Assess emerging social needs, service gaps, and beneficiary profiles to inform programme direction.
    • Develop programme frameworks, workflows, policies, and evaluation indicators.
    • Participate in strategic planning and stakeholder engagement initiatives.
  • Administration & Execution
    • Conduct outreach and engagement with beneficiaries, volunteers, and community partners.
    • Manage the end-to-end beneficiary application process: Application → Assessment → Approval → Aid Provision → Archival.
    • Coordinate and process procurement, purchases, and payments in accordance with organisational policies.
    • Oversee programme logistics, timelines, and coordination to ensure efficient and timely service delivery.
    • Liaise closely with internal departments (e.g. Social Service Section, Finance, Procurement) to ensure smooth programme operations.
    • Maintain accurate and timely documentation and records for all programme-related activities.
  • Programme Review & Service Evaluation
    • Support service evaluation and outcome measurement efforts.
    • Track and analyse programme data, prepare reports, and recommend improvements based on insights and organisational priorities.
  • Training & Volunteer Development
    • Plan and develop a training roadmap for volunteers, tailored to programme needs.
    • Provide ongoing coaching and mentorship to volunteers through joint visits, case discussions, and on-the-ground guidance.
  • Event Support
    • Support the planning, coordination, and execution of programme-related and festive events.
    • Coordinate with internal stakeholders (e.g. cross-departmental teams, volunteers) and external stakeholders (vendors, venues, beneficiaries) to ensure smooth and meaningful delivery.
    • Manage event logistics, procurement, and payments, including sourcing and budget tracking.
    • Provide on-ground supervision and support to volunteers during events.
    • Conduct post-event evaluations and recommend improvements for future events.

Job Requirements:

  • Diploma or Degree in Social Work, Social Sciences, Psychology, or a related discipline will be an advantage. Candidates without relevant qualifications but with suitable experience, aptitude, and a strong interest in social service may also be considered on a case-by-case basis.
  • Proficient in Microsoft Office applications (e.g. Excel, Word, PowerPoint, Outlook, and Teams).
  • Good command of spoken and written English; proficiency in Mandarin will be an advantage for engaging beneficiaries and volunteers.
  • Strong interest in social service and programme work, with a heart to serve vulnerable communities.
  • Adaptable and able to work independently as well as collaboratively in a team environment.
  • Strong organisational, project management, and coordination skills, with the ability to manage multiple priorities.
